The city says it's not about regulating gun owners, but instead protecting them from potential violence.
Pawn broker Tim Dennis is happy to hear the city has passed an ordinance to fine gun owners $250 who fail to report their firearm missing or stolen within 24 hours.
"It's a privilege to have a gun, it's also a responsibility and we got to step up," Dennis said.
Dennis owns his own guns and buys and sells them at G&H Pawn in Everett.
He says the law will now make buying and selling guns easier for business.
